Looks like one of those little Shriner mini-bike's with the headlight. Not sure what their called or the year it was made but I'm sure its pretty old if your friend is investing the time to restore it.

I would normally be in Ventura, but we just finished a couple of particularly strenuous jobs and Don and I decided that our old bodies could use a week off. Now the problem will be getting back up to speed next week.
