What is with those front fender vents, and how can I get them on my 124?

You could have gotten them by winning them on ebay for over $500 + shipping from Germany.
Now you probably have to wait another fife years before you get another chance.

unfortunately, mein deutsch ist nicht so gut. I wonder how hard it would be to make these on your own with fiberglass....
