Look under car as someone pulls up on brake and verify cable is moving at rear wheels; cable can become frozen or it may need to just be adjusted. If that all checks out and it still doesn't work, you would need to checkout the calipers.

Yeah, my problem was in the rear calipers but after I replaced them adjusting the ebrake was a piece of cake. If your cable is not frozen and you do see the cable moving, set your ebrake handle on the 2nd notch in the car and then tighten the nuts on the tension screw underneath the car until the lifted wheels do not handspin any more. That should be enough to get your ebrake working.

My ebrake problem ended up being a seized rear brake caliper also. A broken ebrake cable or one that just needs to be adjusted is pretty easy to diagnose once you get under the car. Hopefully it's that simple and you don't have to rebuild the calipers.
