End cap studs too short

I just bought new rubber end caps for my 78 Spider tube style bumpers. The studs in the end caps are too short. Is there a trick to getting these things on? The tubes are a little rusty on the ends, but with the new end caps on they should make do until i can afford to get new tubes.
