Carburetor flap stuck open

Hello everyone. I have a 1980 Fiat spider and I recently noticed the carburetor flap is always open now. I’ve checked it before and it was shut but now it’s always open. Even when it’s cold or sat over night it is just always open now I don’t know why or if this is bad. Any thoughts?

Have you tried moving the linkage by hand to see if the plate is binding someplace or just stuck. May be as simple as lubricating pivots with a light penetrating oil.
