While I wait for my haynes manual to arrive I thought I'd ask you guys what this thing is bolted to the engine...The pulley is seized and aside from being bolted to the block it doesn't appear to have any useful purpose!? Image

Air pump for you emissions. should run off the crank pulley with a belt.

What's the impact of having it just sit here? Better performance higher emissions? Luckily in Ontrario, Canada we get an exemption.

There's no impact if the smog pump is just sitting there and not working. The original function was to inject air into the exhaust manifold ports, and the chemical reaction between the injected air and any (hot) unburnt gasoline would reduce the unburnt gasoline going out of the tailpipe. Catalytic converters and fuel injection pretty much made the smog pump obsolete by the early 80s.

There is no performance gain from the smog pump, and it just adds complexity and added plumbing. But, in the mid to late 1970s to early 80s, it's all the manufacturers had in terms of meeting US emission requirements. So, they did what they could.

take it out and unclutter that side of the engine compartment.
Mine goes in and out for 1 day every 2 years to pass smog. CA
