engine machining in Washington - costs & shops?

I'm looking at a few different Spiders as restoration projects. I plan to go the performance route, replacing or upgrading most of the stock bits, this makes finding a nice original car a bit harder on my budget. I've found a few rust free cars that don't run and I'm trying to figure out what overhauling an engine that's been sitting might add to my budget. On the block side, I'd expect to bore/hone the cylinders and replace the rings & maybe pistons. On the cylinder head I'd expect to need new valve seals, but I'd like to put in the oversize valves, uprated springs and 40/80 cams at the same time.

I can do all the tear down and assembly work, but it's been a long time since I've sent a block or head out to get worked on. If anyone in the area can recommend a good machine shop for Fiat work in the WA area, that'd be great. Likewise if some of you can give me some ideas of what good/fair pricing is, that'd help or even suggest what else I might need to consider.

I should also ask, what's the difference between the various motors? It looks like Fiat went back and forth bumping up the bore, then bumping up the stroke over the years. Can I take an early block and bore it out from 80mm to ~84mm ? Can I swap cranks? Are the heads all the same/interchangeable? I haven't found a good guide to the engine changes & interchangeability yet.
