Rear whell fendor rust.

Newby. My 1985 has rust on the flare part of both rear wheel wells. The previous owner used filler to cover. The filler is cracking and flaking off.
He did give me two factory plates to replace the rusted metal. Should I weld these in or should I remove the body putty and use a rust sealer then primer to fix the wells...?

Take it back to rust free metal, cut out rust, weld in patch, grind down welds, sand with 80 grit, coat with DTM (direct to metal) 2 part epoxy primer, use 2 part body filler to level and smooth, block sand filler with 180, apply 2-3 coats of 2 part primer, wet sand with 320, and if everything looks good, apply color.
