What to do first? Do I get the block bored or do I get the rotating assembly balanced first?

My budget is what ever it takes and thus dictates the time frame, when I can get the cash to have it done. That is why at the moment I only have the funds to have one or the other done.
A bit of background, I purchased the motor from Csaba about 2 years ago and with his advice and thoughts the initial plan was to bore it 0.4mm over. With that said I special ordered some HC pistons from him, probably prematurely. Since then I have had Jon from 124Midwest port, polish, and install new hp valves and springs in the head.
Now this is where it gets complicated, I can not find a decent machine shop within a 100 miles that will touch it, that is why I had to ship the head to Jon the local shop wasn't going to use my parts and they were not going to massage it a little. So with that said if I can not find another shop within driving distance more than likely have Jon finish the block for me.
So my next move would be to have which ever machine shop I use bore it first?
Thanks for the help, I know I kinda put the cart in front of the horse on this one but this is my first attempt at an engine build.
