The question is, if I have a 1979 Fiat that has a carburetor and the EPA sticker under the hood says this vehicle is 49 state compliant except for California. What has to be done to make it legal to license and drive in California? The last time it was tested in OHIO was 2004 when Historical plates were put on it and it passed.

it just has to pass the Calif emissions test which includes a visual inspection and tailpipe test. Only the original equipment is required to be in place, nothing has to be added
