Will this be a generic build sheet or will it be specific to my vehicle. I want to know if when it was built if it was California Compliant at the time.

Ask Mark (he's the guy doing them). I think that they can be completely customized to whatever you want.

I am getting that is will be as accurate as the information that you provide him. You will need to ask him if he has a database to look up the specifics of each car or if he is just providing a replica of the original printing whatever you ask him to.

Mind you the thread dies with the question posted in November 2014 - "Anyone ordered and received one of these?"

Yeah - I noticed the thread dying. Mark is around - so I'd just ping him and ask him!

You're assuming at the root of this FIAT kept accurate records of what the build spec was for each car tied in to the VIN. I'm guessing there's a fair degree of divergence. Heck, we know that cars which purportedly were next to each other on the assembly line had marked differences! This is the joy of owning a handmade italian sportscar :) Yah, just keep telling yourself that.... :) :) :)
