windshield frame

I am replacing my windshield and the outside frame has rubber weather strip along the inside periphery. So, the glass weather strip has to butt against this rubber inside the frame. Is this normal?

I know some guys have referred to some kind of spongy material that caused rust. Maybe that was pulled and this substituted? There is no rust in frame.

Got my windshield in fairly easy and looks good. I didn't put any type of sealer in. Is this necessary?
