I just got a new-to-me '74 Spider that's been in storage for 31 years.
The dash, center console, and door panels are all in like-new condition. Filthy, with 31 years of dust!
As I clean them, what can I use to make sure the vynil stays pliable, and keep the stuff in nice condition?

The fact that you're asking this question leads me to believe that you've heard the rumors about Armor All. I read that it leaches out the natural oils in vinyl and leather as it evaporates. I've heard on the other hand that petroleum jelly is a good preservative for vinyl. This makes sense to me as it is petro-chemically based, as is vinyl.
I can't cite sources, it's been too long since I read this, but it stuck in my mind and I've avoided Armor All ever since.

I heard the same too, but I believe the formula has been changed.

There are specific armor all products that are certified safe by armor all (I wouldn't go as far as guaranteed) but I tend to spend a little more money on the meguirs products for my Caddy and Benz (and now Spider).
Invest in a nice dash protector too or even make one yourself.. key to keeping the interior mint is to not subject it to the elements. Seat protectors, dashboard carpet or a custom made tonneau cover would be my suggestion

pull the parts and ship them to coldwater. I will, in turn replace them with normal FIAT parts. trust me, you will be more accustomed to the looks.

seriously, get some vinyl protectant spray. the same stuff you are supposed to be putting on your top. additionally, keep that dash top out of the sun whenever possible.

Given the fact that our cars spend much of their time out in the sun with the top down, I would highly recommend a vinyl dressing that contains UV protectant. This is just one of many such products http://www.autopia-carcare.com/son-700.html
