Front brakes

Last year I was having problems with my front brakes heating up.The mechanic said I needed to replace the discs so he did. The day after I moved to a different town about 200 km away but I noticed that they still gripped and when I tapped the pedal it would release the brakes for a short while. I had them looked at again this year (since I hardly drove it last year because of the move and renos to the house) and another recommended mechanic had a look and cleaned them and couldn't find any problem with them. I drove it home (8 km) and no problem. The next day I took it out and about 3km down the road I felt the dragging as if I was pulling something and very little acceleration and difficult to reach 50 m/hr.
Can anyone help determine the problem with the front brakes since they both heat up and grip the rotor?

First, make sure the caliper slider track and wedges are clean, smooth, and lubricated. It sounds like your rubber brake lines may be collapsing and not allowing the caliper to drop pressure.

If the caliper guides and sliding plates are cleaned and lubed then most common cause would be collapsed rubber brake hoses feeding each caliper acting as a one way valve or having a blockage that will allow the caliper to get pressurized without releasing.

If its not the need to lube the calipers or faulty hoses there is a chance that the master brake cylinder has a sticky flow valve however that would be less likely.

First mechanic was way off base replacing the discs to resolve sticking brakes. At least the disks are only around $20 each.

Just to clarify, I used the wrong word saying discs. It was the calipers that were replaced last year.
