In head thermostat question

The head I took off my car had a thermostat (in head kind) with a rubber circular gasket both under the thermostat and over the thermostat.

Is this right? Should there be two gaskets, or only one. If one, does it go on top of the thermostat (between the thermostat and the output nozzle) or under the thermostat (between the thermostat and head).

Thanks for any insight.

Two.
Only use the in-head if the external is eliminated.

Its a 74, so there is no external.
