I would like to touch up this panel - especially the black area - is there a touch-up paint or "pen" that anyone recommends?
How about the silver trim - what would you suggest?

Here's what I did - with the caveat that I'm not the best restorer in the world:
1.) Stripped all the paint off and peeled the chrome tape off. Resprayed the black part and used chrome tape where the chrome was. Chrome tape would not stay down, kept peeling up because lips were too small.
2.) Stripped it all again. Put chrome tape over everything, masked and sprayed black paint on the black parts. Chrome tape still peeled up - black paint wouldn't stick that well to chrome tape.
3.) Stripped it all again. Painted it chrome, then black over the chrome. The chrome paint didn't look that good.
4.) Ordered a replacement from AutoRicambi

Wire brushed clean then semi gloss black Rustoleum. not the best pic but will give you an idea or option.

I now customized the dash with carbon fiber. I painted that section of my original dash and thought it was very satisfactory.
Cleaned the plastic then scrubbed with TSP solution to remove any oils or silicone that might be on it from interior cleaners.
Primed with a epoxy primer
Painted the complete assembly black.
Bought a silver paint felt pen in hobby store (like AC Moore)
Painted the silver where the chrome was
Clear coated the assembly.
I was very happy with the results. I gave it away so I can't show you a photo
