Start with the easiest test and proceed to the most difficult. Find the feed to your horn under the hood and play with the wire, clean the contact check for voltage.
There's a fuse, last on the left on my car, check that. Mine shares with the engine fan motor, other years may be different.
There's also a metal Bosch style relay under the glove compartment.
If all this fails you'll need to consult Artigue's wiring diagrams. Thank God we were blessed with that guy.

Brad's diagram was the second link I sent you on the previous thread.

The usual problem is the little metal spring clips inside the horn button not making good contact with the metal surround of the steering column.

Get some embry cloth and rub down the contacts and the inside of the hub...

Does that work?

Didja check to see if the horn works? I mean, did you put a current to it to make sure it works? You can use a 9v battery, or just run a jumper wire.
Try that.

1982 i bought the car a few weeks ago and the horn was out of commission.

I found no power to the horn at the steering wheel.

I get an ohm meter reading from the yellow relay wire leading to the horn.

Tested the horn with the 9 v battery and i get click, a click, click sound from the horn area but no horn sound.

Not sure about an '82 model but my '78 operates off of a dead ground situation. In other words the current is live a the wire but only works when that wire is dead grounded. Try putting a jumper wire on the horn wire and with the other end touch the steering column there where the wheel is attached be careful you can get a bite. If it comes on it means that you have a grounding problem there at the wheel. There should be a washer in there that will act a ground when the horn button is pressed.

Brackie1,

You were right, I temporarily wired the horn directly to the battery and the horn works.

The black wire at the steering wheel does not have any connection, the OHM meter did not show any reading.

At the base of the steering column you will find 2 wire bundles that go to connectors behind the instrument clusters. The 8 pin connector has a black wire with a violet trace on it. Fuse 10 powers the circuit. If the horn relay is installed and the fuse is good you should have voltage on the Black/violet wire in C20 connector. Grounding that wire should make the horn blow. If it does the problem is probably the slip ring.

Horn update:

I removed the steering wheel and discovered a broken electrical brass tang that connects to the top of the steering column but under the steering wheel.

I touched it with my screwdriver and it activated the horn ..... it worked. But I cannot duplicate what I did, the only thing I hear now, is a click click click from under the glove compartment area.

So I am assuming that it is getting power but there must be a grounding issue.

How do I repair the broken electrical brass tang that snapped in half, there are two of them and only one is broken,
