There was a time in America that many of us remember when police officers enforced the law, using good judgment and common sense to ensure the safety the community. This sounds like and example of the new America, where the law is not enforces, imposed upon the community. Ok. I here you, and there are a lot of reasons why police do what they do nowadays. But that doesn't make it any less onerous or distasteful in the America I remember.
