Cam gears

I see the cam gears are stamped #2 on one and #13 on the other.
Dumb question, but are they interchangeable? They appear identical.

intake and exhaust gears are not interchangeable. the index holes are not in the same place for timing.

Ahhh ok thanks . What is the significance of the numbers 2 and 13?
