Bumper stud question

Does anyone have any suggestions on how to handle a very rusty bumper stud on my 1973? Here are a couple of pictures:



As you can see, the rubber seems to have been a great moisture trap and the stud has rusted away to almost nothing. Does anyone know how this stud is attached? It seems to be welded in and there does not seem to be any access behind it. A couple of possibilities are to weld a threaded sleeve around the base and just put a piece of all-thread into that or maybe cut it off, drill and tap for a new stud (but I don't know if there is enough depth to the metal in this area to support enough threads).

Suggestions are welcome!

it looks like a post that screws over a stud

pb blaster for a few days then heat and turn it off with a pipe wrench

if it snaps then drill it out and put in a bolt from the inside

It looks so rusty that it should snap right off!

Then drill whats left and whack a bolt in there.....as was already said

If you can, drop that valence just below it. Looks like they are screwed on. Once that has been removed, you'll have more room and from the pic, might even be able to get behind it. If you can't get behind it, then easier to cut off, grind flat and then weld another stud on.
