hey just wondering what this is?
to the right of the button?
and also, can i remove the button if i'm installing th 32/36 dfev and getting rid of the vacuum stuff?

It is a fast idle switch that was part of the smog package. I have a 76 with a 32/36 and have removed it.
I'm sure some other members have a much more thorough explanation...

the "box" is the voltage regulator. Unless you're installing an alternator with an internal regulator you'll end up with a dead battery

The box thing to the right is needed... The black button used to have another metal piece called a weber electrovalve underneath it (you can see the mounting spot with the two holes). The black button and what it is mounted to can be removed. I don't think you want to remove the regulator.
