After shearing one bolt, which it sounds like I will have to drill and tap, I have the sway bar off.
Now I cannot get the bushing brackets to come apart! It looks like there is some kind of collar in the bolt hold, but I don't know how to deal with this.
Any thoughts?

Simply use a drill bit just big enough to drill the collar out so they come apart.
When you put them back on just ensure you tighten them up evenly and with load on the wheels for final torque.

I'm wondering if tapping and using a bolt works or if it is better to get a stud welded in.

I did both, as a batter of fact. Just the other day we picked up an M8-1.25mm tap with matching stud and nuts.
Ground flat, drilled and tapped the sheared stud, then threaded the new one in. It might have been strong enough, but just for extra measure I tacked it in there with the welder. Better than new now!

from my experience so far don't even attempt to work on suspension of a fiat if you don't have spare bolts and welder handy.

Now the only item i need to figure out is a source for the studs.
Bolts are easy to find. Studs less so. I guess worse comes to worse i can just cut a bolt.
