Power window issue

The cable on the pass side power window motor snapped because of rust. I bought new cable and re strung it.
After killing myself getting it done the window did not work.
The motor works but will not turn the pulley with the cables attached.
The armature does not spin the pulley.
Any ideas out there about how to trouble shoot
