Car's not turning over
We test the starter and the battery but the car still wont turn over. Any suggestions?

For it to not turn over, there is a problem with the ignition switch, the wire from the ignition switch to the soleniod or the main power wire to the starter has an issue.
Have you tried running a wire directly from the battery to the solenoid (this would take the place of the smaller wire going to the top of the starter) to see if you can make the starter work? If this works then the problem lies in the wiring from the battery to the ignition switch, the ignition switch or the wiring from the ignition switch to the stater solenoid.
I would download a wiring diagram for your car and use that to verify your wires. Don't just indiscriminately start changing the existing wiring as you will end up with a bigger mess.
