Sorry, but I have to say it " DOH" "DOH" "DOH" !
If you have a look at your car or at your handbook or at your workshop manual, it will show you that they installed just this "safety devise" at the factory.

It is normally a simple loop tied in the end of a piece of grey/gray coloured/colored plastic coated cord, you should find tucked up under the dash above the pedals / behind the column. Assuming that some bozo has not thought 'what's this junk" and cut it out !
I had to use mine last month for the first time because when I got the car back from a shop(not going there any more), when I got home to open the hood there was no tension. I was like oh sh*t! :x Then I remebered the grey emergency cable and the crisis was avoided. :D I found the hood cable disconnected from the latch. The only explanation I could think of was that because I have trouble closing my hood, the mechanic must of been playing around with it and forgot to hook it back up.

Isn't it so often that when we have trouble, it can be traced back to some CRETIN (mechanic or previous owner) meddling with things ? or modifying for no good reason ? I hope you have given them an earfull ! And they probably charged you for the time to uncouple that wire too ???
