Considering you've turned this into a guessing game then nobody can flame me for giving wrong or impossible answers. So here's another go:
If you re-installed the idler's arm upside down and it's not a symmetrical piece perhaps it's bottoming out on something such as a mounting bolt. Add this to the fact that the idler is not at TDC, the result is partial rotation on the steering.

Well you are close enough that I'll reveal how stupid I am: I put the mounting bolts in backwards. The heads are on the outside (in the fender well) and the threaded bolts & nuts are on the steering box side. The added length of course causes the tabs on the pitman arm to stop much sooner. :oops: :oops: :oops:
