That button is just so the service tech can simply check to see if the idle up feature is set to the correct rpm. MIne works on my 72. Wires hooked to trans. Its all there. When the throttle slams shut on shifts, engine runs too rich, thus the device lets in more air for a moment. It is NOT just for emissions, but also does a good job controlling backfires in pipe. All makes used some sort of device to do the same thing.
I'm sure most people just rip out all this "junk" but it is all there for a reason. A 1608 is a screamer, not sure you need diff intake or carb.

Mine was a much better screamer after fitting a single plane manifold and a 32/36 carb :-)
