It's a throttle knob. I use it frequently when my car is warming up and it doesn't want to idle.

My 71 has the one on the right also. When I bought the car new in 71, the dealer told me it was so you could start the car using the choke on the left, and after about 30 seconds push the choke in to get rid of the rich mixture, and pull this control out slightly to keep the rpms up at around 1500 to 1800 to warm the car up. If you pushed the choke in without doing this while it was still cold, the engine would stop. It worked fine for about five years, and now mine also just slides back in when I pull it out and release. But alas, the new Weber DFEV with electric choke took care of that problem!
