Most manuals have an adjustment procedure in them for that valve. Basicly, push the button located near the valve and the RPMS should raise to a certain point. It may be more complicated than that, I would have to look it up. Look in your manual. BUT it should not be doing anything sitting still at an idle, so some feature of the system is not working corrrectly. It is very common to see the wiring to the trans switch off or damaged. The vavle itself is not likely bad in this instance.
When you say "the vacuum is making an audable click" what do you mean by "the vacuum"?? Do you mean the vavle?? The control diaphram?
