I guess I missed something, I thought this thread was about removing the bumpers and replacing lights? Why replace the lights if the bumpers are still on?
If I understood you correctly, then I guess it goes to show the quality of the work. (Not that I'm taking the credit here, since a local shop owner takes credit for that.)
These are pics. of a 1980, with the bumpers converted over, and the replacement with the aformentioned Lucas lights from Factory Five.

As far as the mounting holes, yes they are from the original mounts.
The new bumpers were welded unto the original bumper shocks, which had been cut practically in half and removing the "innards." The next step was simply bolting them right back on to the car. It sounded like a piece of cake, but I'm sure the mechanic really earned his money by assuring that they would beperfectly level once completed(front and back) which I tend to agree he did perfectly.
