Sadly the gauges on Fiats weren't the best built for sealing out the elements. I've had several do this on cars and the simplest way to fix it is to replace with a good used unit.

G, Welcome to the site.
You're probably going to have the same issues with a used gauge unless you can find one that's completely sealed air tight. Basically, The heat from the gauge causes condensation on the inside of the glass when there's a temp variance outside. The same way your car windshield fogs. The only way to prevent it is to create air flow on the inside of the glass that's relative to the temp outside, or let it evaporate on its own.
Here are a couple of links to things people have tried to keep them from fogging. They range from drilling holes in the gauge to increase air flow, to using rainX on the inside of the glass, to just living with it. If you find a permanent solution to the problem let us know.
