Going by your post in Introductions I'd say first off you can't always tell by just looking at these kind of fuses if they're good or not. It's a good idea to take all the fuses out and clean the contacts in the fuse panel, then give them a slight squeeze to insure a good solid connection. Wouldn't hurt to put new fuses back in either.
Do you have Brad Artigue's wiring diagrams? They are a must for tracing circuits.

Yeah, start from the source of power and work you way forward following the diagram and you'll get her fixed. This afternoon, my car went dead electrically. I thought I blew the ignition and farted with it for a while. Decided to start from the source of power and work my way forward. Quick fix as the positive terminal from the battery was loose. Always start with the basics.

I checked the wire diagram for an 81 and found Fuse A powers most of the circuits you are having problems with. As other noted the fuse connections are as important as the fuse itself. The spring effect of the fingers that hold the fuses sometimes get weak or dirty. You might check that out. Also there are spade connection on the back side of the fuse box assembly that become lose. If you have a trouble light check for power into the fuse and then out of the fuse.
