Engine running and looking down carb, I work throttle and notice fuel sprays out of 2 nozzles in the primary barrel, one of which is larger, higher in the barrel and sprays down the center of the barrel. The other is smaller dia, shorter and protrudes from barrel side roughly from front of the car. This shorter one appears loose as when I work throttle and fuel sprays out, it moves up, say 1/8" - 3/16" AND a little bit of fuel seeps out from where it protrudes from the barrel. Also when not running I can wiggle it up and down.
This can't be right... Right?
If not, what's going on here / what is the fix?

If I'm understanding you correctly, what you are describing are the fuel sprays from the secondary venturi nozzle and the accelerator pump jet. The secondary venturi is a small cylinder that sits in the center of the main venturi and is held there by the two "arms" that affix to the wall of the main venturi, and sprays fuel into the engine when the rpms get over 2000 or so. The accelerator pump jet is a small nozzle that stick out of the side of the main venturi, roughly from the direction of the center of the carb, and its function is to spray additional fuel into the intake system when the throttle is being opened.
If the engine is not running, the secondary venturi nozzle will not spray fuel no matter how much you operate the throttle, while the accelerator pump jet will spray fuel as you work the throttle, even with the engine off.
As for the looseness of this accelerator pump jet, it should have an o-ring securing it into its "well" in the carb body, and that o-ring may be missing or damaged or just old. If you remove the top cover on the carburetor, you should be able to pull out that accelerator pump jet and check the o-ring. If you Google "32 ADFA diagram" or the like, you can find some exploded diagrams of what it all should look like.
