Looks good to me.
That vacuum capsule pulls the left side of the lever up so you'd want the tip of that lever to push down.

I am concerned that it not engaging the vacuum pump. I have no idea how to adjust. Looks like my plunger shaft is much shorter than yours.

Almost looks like you're moving it backwards. That vacuum capsule will pull the shaft up. Need to apply a vacuum to the vacuum fitting to see it work.
Remember my photo is an ADHA not an ADFA.
Here's my ADFA and yes the rod is shorter on this version. The number on this one is 32ADFA14 100

All looks exactly like my ADHA behaves,...
Fast Idle capsule will respond to applied vacuum by shortening it's rod and moving the attached lever. Non-functional in my carb,...

Yes, fast idle is nonfunctional for the ADHA.
Functional for the ADFA but only if you have all the other hardware that goes with it.
Advice to me that when replacing an HA with an FA is to ignore the fast idle.

I get it now. Vacuum will lift arm and push down on lever.
I found “student workbook “ for 32 ADFA on mirafiori.
I think I did all the workbench adjustments I could except two. Has anyone done the adjustments below? What is substitute for tool 4900 below?

I was going over these today,...
I just replaced the diaphragm, so I'll not worry about the maximum plate opening,...
Minimum plate setting I'll study further. I thought I saw a static setting for it in my manual, prior to these instructions,....

For tool 4900 (probably impossible to get anyway) I used a longish metric machine screw. Won't swear to it but I seem to recall it being a
4 mm thread. Just get some in the 3-6 mm range to be sure and find the one that screws in easily.
For step D, you'd need a #16 drill bit to measure the choke plate opening. A #16 is 0.1770"; a 4.5 mm is 0.1772, so close enough.
For step E, a 17/64" bit is adequate.

Interesting how my choke is a bit different!
I am unable to set ANY of the choke settings in the shop manual.
My choke fast idle adjustment screw is too short to obtain the fast idle setting in the manual, and my choke housing has no opening for tool 4900. Baseplate states 28/32 ADHA but these settings are not for THIS carb's choke! Since I have no reference, I'm not going to try to set choke settings.
Otherwise the carb/choke appears identical to the ones pictured here, and in the shop manual,...
Choke plate is full open with no choke application, and it closes fully when advanced to full choke application. I'll just set the choke thermostatic housing properly, and see how the car runs. Figuring out the choke unloader adjustment might be challenging!
Any thoughts?

I was wrong about the hole for tool 4900,...if I remove my secondary throttle control module, I DO find a small hole,...inaccessible in any other way.
BUT, this choke and this shop manual don't agree.
With my fast idle adjustment screw adjusted TIGHT, I can just barely get the primary throttle opening to 0.042,...
I can INCREASE the size of the choke plate opening a little (when setting the fast idle cam), but I'll break off the choke lever arm before I get the plate opening to 0.246,...
And my choke unloader gap is huge,...no where near the 0.012 - 0.039 that they specify,...and, again, it would break the adjustment mechanism to attempt such a huge bend in it.
Again, any thoughts?

Hey I'm having some similar issues on my ADFA and thought I might revitalize this thread. I have everything put together but there seems to be a gap of a few mm here (see attached photo). The only time these two plates ever come into contact is when the automatic choke cam is in its "shortest" position. Is this normal?

The dashpot to the left is part of the "high idle device" which opens the throttle plates slightly when the engine is revved up to speed and you take your foot off the gas pedal. Without this device, the throttle plates would close completely, but due to the high vacuum produced by the engine, the air/fuel mixture would become very rich and you would get excessive emissions. So, it's an emission control device to open the throttle plates slightly (thus letting in more air) and so the A/F ratio doesn't go too rich.

Most of the time these dashpots don't function any more, but you might be able to see yours working if you watch it while you rev the engine and then release the throttle. Or not, if it doesn't function. In any event, you likely won't see any issue with the engine even if this device isn't working properly.
