Is it possible to move (adjust) a cam pulley a few notches without removing the timing belt?
Can you get enough slack in the belt to do this?

Yes. With the stock pulleys, loosen the spring loaded tensioner pulley and the tensioner pulley mounting bracket, release the tensioner spring, put the transmission in gear, and gather the belt slack around the cam gear by rotating the camshaft. Hold the other cam in position with your third hand.

why would you want to move the cams position by a couple of teeth? is the belt off alignment?

That's what I'd be checking for, a slight misalignment.
This is one thought I've been having about a hard starting issue.
Engine cranks a lot before catching, then pops any chugs before settling down to smooth running.
Also can't seem to get the ignition timing down to the 10 btdc, runs better advanced from that.
Also just found the vacuum advance is shot (not holding a vacuum).

check the advance unit. the plastic piece that connects the advance to the pick up plate will crack and fall apart. that will cause the timing to be all over the place

Will be ordering a new vacuum unit and will see what that does.
Thought about lining up timing mark with zero TDC without room for socket on crank pulley:
Pull plugs
Car in fifth
Jack up one rear wheel, other on ground and blocked
Turn jacked up wheel forward and that should turn engine, n'est pas?

Just did the jack the wheel etc and was able to line up the zero tdc and found both camshafts dead on the mark.
Now I found the insulation on the magnetic pickup in the dizzy is disintegrated
.
Guess I'll be replacing that along with the vacuum advance. Will the madness never end???
