Any reason why I should remove, Scrape the tar off the floor if it is solid? Plan on finishing the Interior.

Having done that to my car (the floor was actually very solid, but I wanted to be sure), don't do it. Your back, neck hands and fingers will thank you.

I think determining factor for replacing floor tar would be the condition of floor pans. If all looks well, I would leave, but if there is rust, remove it. I used scrappers and a rubber mallet. Closest oem style replacment would be 3M Sound Deadening pads https://www.amazon.com/3M-08840-Sound-D ... Bpads&th=1. I bought the pack of 10X for 89$ and still have a few extra pads. Its professional grade, and looks and preforms like OEM stuff.

I had the rare situation where there was no rust whatsoever on the floor pans, and it was clear the car had never been flooded by a failed heater valve, unexpected thunderstorm, etc. So I vacuumed it out, cleaned what little loose there was of it up, and sprayed the whole thing with a couple of cans of truck bed liner. Worked out great. That thing is sealed as tight as Jack Benny's wallet. Very strong and waterproof. Left the few triangle drain flaps open, as from the factory.

I will pass on chiseling it off the floor, There was a bit of rust forming on the heel in front. I chiseled that back and sealed it all.

Bingo, this siht seals like Ft Know and is on there like grim death. Never understood why take it off unless there were obvious rust areas. But with no evidence of rust, it is a horrible job and a complete waste of time.
