Noisy pollution valves

there are two "valves" on top of cyl head going to air breather. what are their purpose, and what if they got somehow omitted (accidentally) they sure are noisey! thanks Dave

the 2 valves constitute a reed valve air injection system. If the valves are in working order and are sealed to the air cleaner there shouldn't be any noise. If you don't have emission inspections, remove them and put pipe plugs in the holes
