After posting my question on my Fiat Spider FB page, it was suggested to use a rotary tool with a scraping blade. It worked great! I got most of the crap off of the rest of the passenger side in about a 1/3 of the time. Although, I still have a little more to to do for that side.

I did find a few more of those "V" cuts, and they look to be like a drain or vent of some sort. Is this accurate?

I found a few more corrosion spots along the outboard side of the outer seat rail and on the floor pan just above the longitudinal frame that is under the pan. Being that it's just a few small places, I may just try to patch the areas after cleaning it up well and sealing it up. A trusted acquaintance, and mechanic, suggested I just glass over the rust spots (after properly treated, of course). While it would seal it up, I'm thinking patching it with fresh metal would be the best bet.

use metal in the long run you wont regret it. the v shaped punch outs are for draining and ventilation along with the rubber plugs in the floor.
Most people don't know to pull out the plugs after a rain soaking or when you forget to put up the roof :D
