My speedo rests at about 5mph. Is the an adjustment screw or something to get it to 0 mph? Thanks,

There's no 'adjustment' that I know of, except to take the instrument apart, and possibly repairing it.
If it bothers you, replacement speedos are quite available, and not much money.
