Cooling Fan Cycle Tempature

My cooling fan comes on at 213 and cools it down to 195 before shutting off. This is measured accuratly with an infared tempature gun on the upper radiator. Im just wondering if this is normal as it seems a little high?

try mesuring at the thermostat
when you do everything correct people arent sure youve done anything at all (futurama)
