Upper a-arm pivot

Upper a-arm pivot
So this week in the never-ending struggle of Fiat ownership, the a-arms are due to be replaced. Started on the passenger side and when we got the a-arms out we discovered the long bolt that the top a arm pivots on was scored and shiny in two spots. My father thought that the bolt maybe had a bushing there at some point to stop it from rubbing in that hole, is this true or does it just pivot metal against metal?
