Fuel pressure regulator questions

A few months ago I went to start my 2000 after about 2 weeks of sitting and it did something weird: it would start for 3-5 seconds then die, would restart for 1-3 seconds then die, then would just crank. After sitting for a day, same sequence.

I finally brought my fuel pressure gauge home and checked pressure after the regulator and it pegged the gauge (100 psi), since I didn't have a T-connector, but would then run fine with the return line blocked. As soon as the return line was reconnected, same thing.

What is the pressure after the regulator supposed to be? I'm getting a t-connector today to read the pressure correctly. Also, anyone ever have a regulator fail in the open position? Vacuum diaphragm is in good working order as I checked it with my vacuum gauge.flow through the fuel system appears to be good as well.

there shouldn't be any pressure on the return side. The return line is open to the tank and you need some type of restriction to create pressure

Make sure the large black plumbing to the air box is properly connected, and the securing ban is in place and tight. I had the exact thing happen after having a small backfire, which blew this line off. The car won't run unless this is in place and secure.

Let me make sure I'm looking at the regulator correctly. The hard line on the regulator is the inlet side, and the soft line is the outlet (fuel return) side, correct? If so, this is a problem as when I disconnected this line a few weeks ago and turned the car on (engine off), fuel was pouring out of the regulator.
