So i found this under the hood. What was the previous owner thinking? What SHOULD be there? (obviously talking about rusty spark plug)

It is being used to plug a hole where valves for the air pump used to be. You can replace it with a very short bolt.

You could add a spark plug wire to it for the full effect!
