wet or dry torque

I am a little confused with torquing the head blots on a 2L FI engine. I don't think the Fiat Manual references whether the torque is dry or wet. I believe if nothing is mentioned one should assume dry torque. Before assembling many times the existing block threads are cleaned by running an oiled bolt in to the block as far as the threads exist on the bolt. Doing this makes the leaves oil on the block threads and that would be a wet torque. Also I have read her people apply anti size tot he head bolts and that is considered wet torque. I think the old rule of thumb was to reduce the dry torque requirement 20% it the assembly is mad wet. There have been a few posts on broken head bolts and stretched head bolts and I am curious if the wet versus dry torque could be contributing to this issue.

Can someone help me with this. Especially if anyone there rebuilds engines on a regular basis.

If you read this: http://www.artigue.com/wp-content/uploa ... 100-18.pdf you'll get the idea that they should be installed "kinda wet," in SAE 30 oil then let drip dry for 30 minutes, then install, but only after you're re-using something or another. In typical FIAT fashion there is not really an answer, more like a suggestion.

I can honestly say I've never installed a dry head bolt. At the very least I sprayed them with WD-40 and then wiped them with a paper towel or hit them with compressed air. Perhaps that is technically "dry."
