so i measured all the gap. intake 1 = zero, #2 =0015/038mm, #3= .003/076mm, #4= .023/.584mm exhaust #1= .025/.635mm, #2=.023/.584mm, #3= .049/1.45mm, #4= .016/.406mm.

I guess my next step is to buy a valve tool and measure the shims.. Im guessing the PO got all the shims mixed up.

I bought the tool and it works great except for the exhaust on cylinder 4. The disributor mount is in the way of the tool fitting. What do i do now?

with distributor on exhaust cam, it's major PITA to djust number 4 exhaust valve, but can be done, even with couple screwdrivers instead of the tool

intake should be 0.35mm, exhaust 0.45mm. closer you get it to these measures, better it will be. anything within 0.05mm is acceptable.
while at it, check for cam lobe wear

You learn how to make it work, even the FIAT original tool was a pain in the ass to get #4.

after all of that, i realized the head was never even torqued properly. If the previous owner didnt torque the head right then what makes me think he torque the connecting rods. Im pulling the engine and installing my 79 2000 block with a FI head i bought off ebay.. They both have cleaned up well and will mate up tomorrow.
