Got lucky.
Leakdown test was solid.

Will put the head on today. Hopefully, fit everything back together by end of the week. Then the big test.

well, highest cost option is fortunately out the door

what i would do next is take the head to a specialist to check for valve stem and valve guides wear. this is something that takes experience. lets just say that any radial play in exaust valves is too much.
most fiat twincam engines i have opened over the years had worn exaust valve guides and that's where oil came into combustion process. changing just the oil seals will not help a lot because valve with radial play will destroy new oil seals in a matter of minutes and you're back to where you were.

in very rare cases of cars that have done very low mileages and were not driven for decades, oil seals were perished from old age and just replacing them solved problem

Success!

It's all put back together. Just started the engine a few minutes ago, tinkered with the timing a bit, and it purrs like a kitten!

Thanks for the help and encouragement (djape1977) to all.

Now on to a list of things to make it roadworthy.
