Engine Timing

So I have an issue. When timing the cams, crank, aux, I get them all lined up and or put the belt on then I JUST about 2 full turns on it when it I am unable to turn it any further. I've tried several times. In my manual all it says is that if it doesn't work then the belt is put on wrong and to try again.. I really do not believe this to be the case.

It is freshly professionally rebuilt. They stopped assembly at the head because they didn't have the tappets. Thats where I started the assembly and now I'm stuck. Any ideas?

Things to check:

Aux pulley timing hole at about 1 o'clock at TDC?
Are the cam pulleys reversed?

What kind of head work was done? Is there interference between valves and pistons?

take a close look at the aux shaft timing.

Definitely sounds like either the fuel pump lobe on the aux shaft hitting #2 rod cap or a valve contacting a piston. When it won't turn any further I assume you can crank it backwards for almost three revolutions before the same thing happens the other direction? Check aux shaft alignment first, after that it may be cams / valve lift. Did you reinstall the cams? Are you sure you have the cam gears on the correct sides, exhaust and intake wheels are NOT the same. Also, did you set up cold valve lash to spec before trying to time / install the belt?
