Rough idle and no tuning
My '80 has a stock weber carb on it. I tore the top down and put a new needle and seat in it and float level looked good. I also put a pump diaphragm in it. The engine runs good overall, but it won't idle well. I have to turn the idle screw up all the way just to get it to idle on it's own. If I cover the choke plate side of carb almost completely, it revs up and idles great. The primary and secondary mixture screws do nothing for me turning them all the way in or out. does this mean the whole carb should come off for a tear down and cleaning?

Almost sounds like you have a vacuum leak, try the propane torch (unlit) around the base of the carb, if idle increases you have a leak
