Haynes calls it 'Fiat tool A60319'. It is used to align pulleys during timing belt replacement.

The one I have is similar but it doesn't extend all the way to the crank pulley. From what I can tell it is used to lock the cam wheels and aux pully in place while adjusting the shims, at least that is my guess.

Pain in the ass to use with the engine in the car, but they keep everything lined up and immobile. Kind of nice. Part of the dealer tools on the first series, they are never referred to (that I've found) after the 1438 twin cams.
