Can this be tuned out? It's all new 2 1/4 exhaust and muffler, which mostly sounds pretty good, but it sounds like crap when decelerating, down to about 3,400 rpm, then it's ok. You can first hear it at about :15 seconds in.

the sound will be different when you're driving the car, the engine won't decel that quickly. Also, it looks like you don't have the rear hanger in place. The muffler shouldn't bounce up and down if the rear hanger is installed

Re: Exhaust - high pitched deceleration
Unfortunately it does that when I'm accelerating, shifting between gears, and when in gear, decelerating.
Both hangers are in place, but mounted to the bottoms of the muffler brackets because it hung too low.
